libapp-control-perl software package provides Perl module for apachectl style control of another executable, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapp-control-perl
libapp-control-perl is installed in your system.
Make ensure the libapp-control-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapp-control-perl *
You will get with libapp-control-perl package name, version, architecture and description in a table
